The Comparative Study on the Development of Public Health Administration between the England, U.S.A., Japan and Korea,


Abstract
The aspect in ithie development of Public Health Administration between the England, U.S.A., Japn and Republic of Korea was studied. The materials were based on the Pulbic Health Laws since 19th century in these countries.
The steps in the development in each country were compared and the adventages and drawbacks were particularly considered. As the results, the following conclusions were made for the improvement of Public Health in Korea.
1. It is necessary that all the unpractical and unscientific Public Health Laws should be changed to parctically and scientifically or repeald if its unnecessary.
2. The modern democratic Public Health Administration is autonomic administration therefore the Public Health Administration should be changed to autonomic control form regulatory control.
3. The policy has to be released form the conservative measures particularly in Sanitation, and established under the scientific and modernized grand scheme.
4. It is necessary to have generalized social security system.
5. The preventive medicine and the therapeutic medicine should be integrated.
6. It is necessary to change the Health Center Act for strengthen the local health center and to give the power of local Public Health Administration.
7. It is necessary to make the legal basis for the graduate of the School of Public Health in order to secure qualified personnel and improve the Public Health Administration in Korea.
